Position Overview

Chief Human Resource Officer (CHRO)

The Chief Human Resource Officer will lead the HR function at the executive level, reporting directly to top leadership. The role requires a visionary professional capable of managing large teams, building high-performance culture, and ensuring compliance with public sector governance standards.

Key Responsibilities

The selected candidate will be responsible for:

Strategic Human Resource Leadership

  • Develop and implement a comprehensive HR strategy aligned with organizational goals.

  • Lead workforce planning, succession planning, and talent development initiatives.

Governance & Compliance

  • Ensure HR policies comply with relevant legal frameworks, including the State-Owned Enterprises (Governance and Operations) Act, 2023.

Organizational Development

  • Introduce modern HR systems, performance evaluation frameworks, and digital HR solutions.

Stakeholder & Leadership Management

  • Liaise effectively with senior executives, board members, and external stakeholders.

  • Manage negotiations, conflict resolution, and employee relations matters.

  • Provide strategic advice to the executive team on HR and organizational issues.


Required Qualifications

Applicants must meet the following academic criteria:

  • Minimum Bachelor’s degree in Human Resource Management, Business Administration, Public Administration, or Social Sciences from an HEC-recognized national or international institution.

  • Preference will be given to candidates holding an advanced degree in a relevant field.

  • International qualifications or experience will be considered an added advantage.

  • Membership in recognized professional HR bodies will be preferred.


Required Experience

  • At least 20 years of relevant post-qualification experience.

  • Minimum 3 years in a senior executive leadership role.

  • Experience reporting directly to the Head of HR or CEO of a large public or private sector organization.

  • Proven track record of leading teams, achieving strategic objectives, and managing stakeholder relationships.

  • Strong communication, negotiation, and leadership capabilities.

The candidate must also meet the “Fit and Proper Criteria” prescribed under Schedule IV of the State-Owned Enterprises (Governance and Operations) Act, 2023.


Term of Appointment & Compensation

  • Initial contract tenure of three (03) years.

  • Contract may be renewed based on satisfactory performance.

  • Competitive compensation package commensurate with experience.

  • Performance incentives, health benefits, and additional privileges as determined by the Board.
