Position Overview

Director General (IT) / Chief Information Security Officer (MP-II)

This senior executive role combines strategic IT leadership with enterprise-level information security oversight. The selected candidate will head the Directorate of IT and establish a robust cybersecurity environment to protect digital assets, systems, and parliamentary data.

Academic Qualifications

Applicants must meet one of the following educational criteria:

  • 16 years of education from an HEC-recognized or internationally reputable institution in:

    • Cybersecurity

    • Information Security

    • Computer Science

    • Engineering (with emphasis on Information & Communication Technologies)

AND

  • At least one top professional certification such as:

    • CISSP

    • C|CISO

    • CCSP

    • SANS SEC-540

    • ICS/SCADA certifications

    • ISO-related security certifications

OR

  • MS / PhD in Cybersecurity, Computer Science, or Engineering (ICT focus) from an HEC-recognized or internationally reputable institution.

Professional Experience Requirements

Candidates must fulfill one of the following experience pathways:

  • Minimum 5 years of post-qualification experience with a PhD (including 3 years in a senior leadership role),
    OR

  • Minimum 7 years of experience with an MS degree (including 3 years in senior leadership),
    OR

  • Minimum 10 years of experience with 16 years of education in a relevant field.

Additional Experience Criteria:

  • Proven leadership in large-scale digital transformation initiatives.

  • Experience designing and implementing cybersecurity programs.

  • Hands-on management of at least one major domain such as:

    • Governance, Risk & Compliance (GRC)

    • Security Operations Center (SOC)

    • Digital Forensics

    • IT Infrastructure Management

  • Familiarity with regulatory frameworks including GDPR, NIST, ISO 27001, PCI-DSS, and relevant local cybersecurity regulations.

  • Experience in hybrid project management and business process re-engineering.

  • Strong stakeholder engagement and interdepartmental coordination skills.

Key Skills Required

  • In-depth knowledge of cybersecurity governance, risk management, and compliance.

  • Expertise in modern security solutions such as XDR, SIEM, SOAR, Threat Intelligence, EDR, and penetration testing.

  • Strong understanding of cloud security and emerging digital technologies.

  • Excellent communication and leadership abilities.

  • Ability to collaborate with internal departments and external regulatory authorities.

  • Understanding of privacy and data security in the digital ecosystem.

Job Responsibilities

The Director General (IT) / CISO will:

  1. Lead the Directorate of IT within the National Assembly Secretariat.

  2. Develop and implement enterprise-wide information security strategies.

  3. Ensure compliance with Pakistan’s National Cybersecurity Policy 2021 and other applicable standards.

  4. Conduct regular cybersecurity risk assessments and business impact analyses.

  5. Oversee incident response planning and cyber incident management.

  6. Supervise digital transformation initiatives and automation projects.

  7. Coordinate with national and international cybersecurity regulatory bodies.

  8. Promote cybersecurity awareness and training programs across the Secretariat.

  9. Establish robust governance frameworks to ensure confidentiality, integrity, and availability of digital systems.

Salary & Pay Scale

  • The position is offered under MP-II Scale as per Federal Government policy.

  • Salary and allowances are admissible under MP-II rules.

  • The position carries significant responsibility and leadership authority within the Secretariat.

Terms and Conditions

  • Appointment will initially be on a two-year contract, extendable annually based on performance evaluation.
